63-64 Fairlane passenger fender in primer.  Pretty clean fender - no signs of rust through or repair that I can find.  There's a couple dark spots that look like holes but are just where the primer flaked off. 

Note that there may be a few extra trim or emblem holes added? One mounting hole on the upper rear backside is cracked.
