Stamped 'Jenbro', it is also dated 1943 with the broad arrow ᗑ mark, so a WWII item. 

In good used condition with staining, pitting marks and wear as shown. A nice little usable vintage hand vice for anyone making jewellery or models with the added bonus of a bit of history about it.
