This "KELSEY" doll from Kid Kore International, is part of their 'Juke Box Cafe" series.  This doll came out around 2001.  This doll is the same size of the Barbie doll.   Kelsey has brunette hair and she wears a red narrow pencil skirt with a black polka dotted red blouse and a letter sweater.  Her accessories in the box included a clock and a cardboard juke box backdrop.
