There are five lozenges in which the hallmarks are contained. This form was used in 1932 (by Harmon Brothers).
Hallmarked "HBROS" (for Harmon Brothers) + Anchor (for Birmingham) + Lion Passant (indicating .925 purity in silver) + stylized uppercase "E" (which may or may not indicate "Elkington & Co.")
I believe these napkin holders are an example of Art Deco from 1932.
They come from the collection of a family who owned many antiques dating from the late 1880s and later.
