The iPad powers on and is currently accessible with no screen passcode at the time of testing. The screen and touch appear to work. However, the iPad appears to be associated with an Apple ID / iCloud account, and I do not have the Apple ID password. I cannot guarantee that this iPad can be reset, restored, activated, or used normally after restore.
