Welcome.  I believe this to be an J. H. Stouffer Studios early 1900's salad or dessert plate.  The blank probably came from France, was shipped to the J. H. Stouffer Studio in Chicago, Illinois for artisans there to hand gild and decorating with such beautiful skill and gold working.  The plate is unmarked as it is completely covered in the gilding front and back but identical examples can be found online that are marked...educated guess these are similar or the same as far as the manufacturing process.  The plate is 8.5 inches across.  Please refer to the photos as that is part of the description.  Hard to keep the glare off of this gorgeous plate, I apologize for the glare in the photos.
