Lionel US NAVY USN 16556 Gondola Car w/ 4 White Rocket Fuel Tanks. 
From the Lionel US Navy Military O27 Train set 6-11745 from 1994.  

Excellent LN time capsule piece from 1994.  This came from a set that still had its shrinkwrap in place when I got it, so I don't believe it was ever used. Looks to just have been stored away. 

Note!: US NAVY Set box in the background of picture 1, and the set box and other cars in pictures 2 and 3 are NOT included!!! These pictures are only provided as a reference as to where this passenger car came from.
