Item up for sale is a very rare signed document.  This document is signed by Saddam Hussein,  formally President of Iraq.

This signature has been authenticated by JSA and includes a letter of authenticity. This is the real deal.

The translation reads the following:

"In the Name of God, the most gracious, the most merciful.

Resolution No. 1346

Date of decision: 8/25/1980

Resolution:

Based on the provisions of Paragraph (A) of Article Forty-Two of the Interim constitution, the Revolutionary Command Council  decided in its session held on 8/25/1980 the following:

Firstly.

You may for the purpose of the General Corporation of Iraqi Ports, use the plots whose numbers are shown in the list attached to this decision from District 2/Jikor, within the limits of the areas indicated opposite each one, in return for compensation to be estimated by the special authority formed pursuant toto Article Eight of Expropriation Law No. 54 of 1970 as amended. The decision of the authority shall be considered final.

Secondly. the competent ministers shall implement this resolution.
