This is a Small Micro Machine M-2 Bradley IFV (Infantry Fighting Vehicle) in Dark Winter Camouflage with a White Skull & Cross Bones.   It is made of plastic and are highly detailed, note the turret rotates and the gun can be raised.  It is about 2 inches long.  I bought this as part of a job lot and it is in very good condition.  The coin in the picture is a Dime to show just how small this item is.
