It's part of the 4 Disney Duck's at the castles series.

It features Darkwing Duck crashing the Ratcatcher into the pond in front of Cinderella's Castle of Walt Disney World. 

Launchpad McQuack, his trusty sidekick is in the side car of the red and purple motorcycle. Escaping from the carnage is a white duck on either side taking flight.
