This Molly Malloy Evening dress has built in shoulder pads, 

which makes me think it's from the 80s, but the early 90s are also possible.

It has a solid purple lining, and the overlay is a fine see-thru mesh that looks purple

 when you look straight ahead or up, and turquoise when you look down on it.

Measurements taken flat:

16" across shoulders

18.5" across bust

17.5" across waist

18.5 across hips

36" long straight down the back

There are ties in the back to snug up the waist.

It's very shimmery and pretty in person. Photos don't do it justice.
