This looks to be a pre-pebble finish USA Period, 1939-1945, Plomb wrench. I didn't find a date code on it and did not clean the tool. There is some wear on both ends of the wrench as seen in pictures. This wrench has definitely done its fair share of work over the years, just imagine the stories it would tell if it could.
