The spacer/washer is to make small adjustment of spacing between two cogs of cassette on a Shimano / SRAM freehub body.

OR

If your cassette sits too deep on the freehub body and starts to push your rear derailleur lower pulley wheel too close to the spokes.

This is not the normal spacer between freehub body base and largest cog of your cassette. That spacer usually is running 1 mm to 2 mm thickness.
