I couldn't id this artist, the time period looks mid century and the only artist signed Coe is perhaps

Theodore Demerest Coe who really only did still life and river and landscapes scenes as well as

Florida landscapes, he worked until the 50s but no known works of city scapes recorded, so still

not sure who the actual artist is, but such a wonderful piece and reminds of a street in Europe maybe

framed piece is 17.25 x 21.25", frame has small knicks but gold paint is still very nice
