📖 The pamphlet contains Pope’s address before the Hartford Board of Trade on February 11, 1890; an open letter concerning a proposed Department of Road Construction and Maintenance at the World’s Columbian Exposition; and “Width of Tires,” with extracts from 1891 U.S. special consular reports on streets and highways in foreign countries.

🏷️ CONDITION: Poor and fragile. The printed front wrapper is completely detached and has substantial paper loss, tears, chipping, creasing, and loose fragments. The detached fragments shown in the photographs are included. Additional edge and corner wear, age toning, and paper loss along the inner edge of the title leaf. Rear wrapper has corner and edge wear. Small penciled price notation near the upper-right corner of the title page. Interior text remains legible, and pagination runs through the final numbered page 31.
