This is a "Magic Penguin Whistle" that was used to activate Remco's 1969 Tricky Peter Penguin toy.  The hard plastic penguin measures 5 1/2" high and shows wear although the whistle seems to work.  

A fun & unique addition to a penguin or vintage game collection!
