A leaflets from ww2 Palestine.
During World War II, the Axis powers—especially Nazi Germany and Fascist Italy—also engaged in psychological warfare against the region of Palestine (Mandatory Israel). One method was the distribution of leaflets from the air, although the scale of the activity here was relatively small compared to other arenas.

The leaflets were intended to influence mainly the local Arab population, and sometimes also the British and the Jewish community.  The content repeated several central themes:

Incitement against British rule – calling for rebellion against the British Mandate and presenting it as imperialist and oppressive

Exploitation of the Jewish-Arab conflict – encouraging opposition to the Jewish settlement, while presenting Germany as the “friend of the Arabs”

Anti-Semitic propaganda – incorporating anti-Jewish messages as part of Nazi ideology

Promises of Arab independence – insinuations that an Axis victory would bring about the end of British rule

The leaflets distributed
by Italian or German aircraft flying over the area and dropping leaflets
Rarely via supplementary radio stations (such as Arabic broadcasts)
Examples and influences
The leaflets were distributed mainly in 1941–1942, around the advance of Axis forces in North Afric
The activity was also linked to the influence of figures such as Hajj Amin al-Husseini, who collaborated with Nazi Germany and worked on propaganda in Arabic
In practice, the impact was limited: most of the population did not dramatically change their positions, and British control was maintained.

Meaning
This is a classic psychological warfare proclamation:
Using the image of real money to grab attention
Attempt to undermine confidence in Britain and its currency
Direct appeal to the local Arab population
Religious/fatal message ("Allah has decreed...") to strengthen influence
Such proclamations were distributed by the Axis powers (mainly Germany and Italy) in the Palestine area (British Mandate), especially around  1941–1942 when the fighting in North Africa was at its peak.
