If you list your home address as out of the country but use a USA  shipping address I will cancel the bids and if I don't catch it in time I will cancel the total transaction,,,as it is not fair that I have to lose money because you lie where you live,,,because of the home address I will get charged convergence rates by Ebay and Payment institutions,,, It is not fair to me to lose money because of where you grew up!!! and the global program is only legit for use address outside the USA,,,NOT live outside USA but ship to address within it,,A loophole I have argued with eBay for years about!!
