A gorgeous rainbow toned Gem BU PCGS MS65 1964 Washington Quarter with full cartwheel luster, original skin, and colorful toning as shown in the photos above.  Surface preservation appears very nice for the assigned grade, with miniscule surface chatter.  Housed in an early generation PCGS Blue Holder.
