Beautiful watercolor of I'm assuming Gloucester Mass, I am confused as to the artists name? Whether the mention of "Gloucester" is the artist name? Or location of the watercolor?

  This watercolor was presented as a Wedding gift on Dec 18, 1954 to Alice & Irving Selmer.

It has been in the frame since 1954 so the art itself is protected but the back paper on the frame is a bit tattered.

    The frame is wooden and measures 15" x 17.5"

    The watercolor itself is 9"x12".

Any information about this would be A GREAT HELP!!!
