You're looking at used Mayoral brand girls sweater cardigan in size 8.  It's navy blue and has a ruffle on the bottom and wrists, and ribbing.  It buttons closed and has a bow design on the front.  Cotton/polyamide/elastane mix.  In good used condition with some fluff on the material and light piling/fading/wrinkling.
