This is an original press photo. If the South is on the rise, as indeed many people claim, then Victor Costa, a Houston-born designer who traveled as far as Paris for his education, is doing his part to make Texas an important center for fashion. Costa, long a fixture on New York's Seventh Avenue, after a stint with the prestigious Chambre Syndicate de la Couture de la Parisienne in Paris (working under couturiers the likes of Givenchy), relocated in "Big D" three years ago. Photo measures 8 x 10 inches. Photo is dated 04-08-1977.
