This is a  rare issue given to retail vendor only for promotion for customers buying a certain number of  other instant tickets. They are stamped on back Promotional Only Not For Sale.  Measure 2 and 1/4 by 4.  They are long expired and have no cash or  gambling value. Offered only as collector item.
