This is a vintage Ritchey Force quill from a 1992 Bridgestone MB-2 mountain bike.  It was made from CrMo steel by Nitto in Japan and fits a 1" (22.2mm) threaded steerer.  It has a 25.4mm clamp and extends 6" or 150mm.  This is in good condition but does have scratches and the bolts have surface rust as shown.
