Stewart Warner Cadet bicycle speedometer with cable, gears, brackets, no glass

Offered is a Stewart-Warner "Cadet" bicycle speedometer, with a 0-50mph range.  First off, there is NO GLASS.  Second, I don't know if it works.  The needle is straight and moves, and the reset (for 1/10ths?) seems to do its thing.  It comes with the mounting bracket for the speedometer itself, as well as one that I assume goes on the wheel hub.  The cable is here, as well as two of the round pieces that I assume also mount to the wheel hub, or the wheel itself.  These are 3 1/8" in diameter, and have three mounting slots.  One comes with hardware.
