I am not able to test it with a belt but everything rotates/moves nicely. I did clean it up some but it is still rusty/dirty. Plate has heavy rust on the bottom, top is still pretty smooth. There is a wood replacement part but it seems to be doing the job. Outside measurements: 16" inches long, 11-7/8" inches tall to the top of the main piece. Plate is 8" inches in diameter. I am not the original owner. Some pieces will be removed for easier shipping.
