I bought this for my brother long enough ago that I don't remember. I disconnected it last Spring, and at the time it was working fine. 

Comes with power cord and a phone line, which I think is the line that goes from router to Telo.

I have no reason to think it works any way other than as good as new. It must be pretty easy to set up as I did it, tho don't remember how. You can return it for a refund of the purchase price. (Unless your cat craps on it or the serial # is off or other such matters.)
