Elastic waist with side pockets, it had tie strings but they pulled out, the elastic is good and fits fine withou the tie strings. 100% poly. Laid flat measures about 18 inches and easily stretches to 22 inches, leg inseam is 9 inches.  Used, good/very good condition.   From a smoke free pet free home.
