This is a traditional Japanese Katagami stencil, a hand-cut paper tool typically used for resist-dying textiles like kimonos.

The design features two carp swimming among bamboo, a common motif representing strength and perseverance. 

It is crafted from layered washing paper treated with persimmon juice for durability and flexibility.

The sheet size is approx. 16 3/4 x 23 1/2 inches 

I believe this example dates from the 19th century.
