You are buying an ARRL Handbook:

 

The outside shows wear, but is pretty good.  A little staining of some sort on the inside cover an the title page, but no real problem.  No markings, no torn or missing pages, no odor.  Binding is solid.  From the era of the slicker paper, so the pages are good brightness.
