Device powers in but is currently stuck in restore mode. Cannot update OS.

Previously completely erased the device and updated to latest OS. There is no iCloud lock, but the device cannot activate due to a broken baseband. A more skilled person may be able to figure it out. Screen is in excellent condition to remove and use for repairing another device.
