Dr. Scott produced several electric brushes for the hair and flesh and a few other items. They often came with a compass to show it was deflected by the brush's power, perhaps a magnetic brush would be more accurate but electricity was newer and more popular. A whole lot of quackery is electric and still is. Aside from the collectible nature it is still a decent hairbrush. Stable crack in the handle but otherwise excellent shape.
