FRANCE, American Colonies. Edict of 1692, Billon 15 Deniers, NGC VF20

Under the Declaration of March 28, 1679, circulating douzains that since 1640 had passed for 15 deniers were returned to their previous value of 12 deniers. This devaluation caused a number of problems for trade, and so the Edict of October 1692 once again adjusted the value to 15 deniers. This edit was a recoinage attempted to rectify the current issues with the billon coinage by overstriking older issues with new dies, including ones counterstamped during the edict of 1640. This lasted from 1692 to 1705, and most French mints participated. Robert Vlack did not attempt a comprehensive catalog of them in his “An Illustrated Catalog of the French Billon Coinage in the Americas.” Rather, he divided them into three main categories:

  1. New dies struck on a new planchet (R4)
  2. New dies struck over old douzain (R4)
  3. New dies struck over old douzains with the Edit of 1640 countermarks (R5)

Vlack’s opinion is that the coins struck on new planchets were likely regal issues for use in France, while the overstruck coins, particularly ones over an Edict of 1640 countermark, would be bound for the Colonies. The find evidence indicates that they saw extensive circulation in the American Colonies.
