This is one of the many doubled die cents known to exist for the year 2002. Unlike the famous 1955 doubled die obverse - a spectacular and well-know mint error coin - most doubled dies are far more subtle and definitely less well known. 

This Doubled Die is on the Reverse (DDR) and like many DDR you'll want to use magnification to fully appreciate the doubling - described as a bar to the left of the statue next to the memorial column.
