Here is an inexpensive Lenovo home PC from 2016, the H55-50, with an AMD A10-7800 quad core processor and 12MB of RAM.  A previous owner upgraded the original hard drive to a 2TB Seagate drive.  It does include a working SATA DVD burner.  

This month I wiped the hard drive and installed WIndows 10 Home with all necessary drivers and installed updates.  Windows is activated.  The system boots into an offline account with no password, but you may add your own Microsoft account. (When asked "who will be using this computer?" I typed in "I Am").

This system is not very upgradeable.  Lenovo provided only two memory sockets for DDR3 RAM.  To upgrade to the maximum of 16GB you will need to remove the 4GB DIMM and replace it with another 8GB DIMM.  If you wish to add a graphics card faster than the Ryzen 7 provided by the A10 chip, there is a PCIe 16 slot, but no power lead coming from the small 180W power supply.  There are no empty drive bays for a second hard drive or SSD.

I have connected to the internet through the 802.11n WiFi and through the Gigabit ethernet port.  This system is still useful for web browsing and office applications.  Once Microsoft stops providing updates for WIndows 10, you will not be able to upgrade it to Windows 11 without first downloading a workaround to Microsoft's CPU restrictions for WIndows 11.
