Newspaper and Periodical stamps were only in use between 1865 and 1898.  Today these beautiful stamps are not widely collected because 1) they are so difficult to find, especially in perfectly centered and sound condition, and 2) they were sold to publishers and not to the public.  Attached to bundles of newspapers and periodicals, most of the used stamps were discarded with the wrappings – making them among America’s rarest stamps.
