This is a vintage tin toy, late 1940's model sedan with moveable windshield wipers. The wipers may have internal gears to move when car moves, but they are not currently working (they can be moved manually). The car appears to have been painted and it has all four of its rubber wheels. The car measures about 4 inches long and about 1 3/4 inches wide. The card shows some general wear due to age, use and storage.
