The metal plate on top of the wooden base reads "CHICAGO APPARTUS COMPANY, MADE IN GERMANY". There is a plate at the base of the vertical staff which has the exact same wording. Woodburned pyrography underneath the base ALSO has exactly the same wording, all in CAPS as well.

The round black knob in front turns just a little bit, to raise the centerpiece (with 2 amber inserts) at the top of the vertical bar about 3/8". See photos 3, 4 and 5. Straight up and down, that's it, that's all it does. [??] You can see the mechanism movement underneath in photos 15 and 16.
The location of the other 3 pointy pieces are at the base of the vertical bar. There are two nuts with 1 pointy center each. The last point is a 90-degree 'hook' near the base, so if you pick this apparatus up at the base of the vertical bar, it'll getcha. See photos 7, 8, 20 and 21.
