Based on the style and the other items in the prior owner's wardrobe, this vest is most likely from the 90s, although it could be earlier.

The fabric is so glossy that in some lights it looks blue; in fact I'm still not 100% sure it's not a navy blue so dark it looks black. The usual test of holding it in the light next to something black was surprisingly not helpful.

The dragons and other objects are embroidered in metallic thread, making the vest look like it's covered in jewels when the light hits it.
