My research indicates this Lone Ranger Outfit was a premium handed out during 1930's theater showings of Lone Ranger movies.  It is copyrighted L.R. Inc. and was made by the Esquire Novelty Company Jersey City 5, NJ. Rarely if ever offered this one was never distributed and was stored away in a warehouse.  There are a couple of tiny staple holes from where the keys were attached.  Minimal edge scuffs on the card which is about 13 inches by 11 inches in size. They are still attached.  The graphics in the top right of the card help in establishing the early era of this collectable.  The early plastic belt has other graphic images not seen in more modern Lone Ranger items.  Has the silver bullet, the mask, the belt, the badge and the jail keys.  Insured shipping is free.
