I don't know who made or painted this tray, but it does appear to have a bit of age to it. There are several inclusions on the front of the tray under the glaze. As the process for making such pieces became advanced, you generally don't see these types of inclusions. The gilt along the edge is mostly worn off. There are no chips, cracks or repairs. It is 10.75 inches at its widest point and 7.5 inches high. 

There is a signature on the back, but it is impossible to read.

The hand painted flowers are lovely with yellow, pink and spring green colors. The scalloped edge is a dark peach color. 

It would look very elegant on a bedside table or dresser.
