This piece has a very interesting Crown Marking on the bottom.    It is made of Copper with a Glass dome covering red and white bulbs that are unbroken.  We can not seem too open it,  so we really don't know if it work or not.  We also think it is battery operated.  Very cool piece either way.  5x3.5 inches, not including hook.
