Imho the best card. Full Art Rayquaza the king of Gen 3, Dragons Types and the Spiral Tower. The Black and White Dragons Exalted Set features some of the best textures of this era of cards. PSA 9 has a 137 population, only 13 graded higher with an extreme premium and scarcity on those. Fantastic addition to any collection of cards.
