Couldn't find much info on this. What I do know is, It's from the 90's made by The Paper Magic Group. The witch's head and a little bit of the shoulder/chest is a plastic blow mold. It has a small incandescent light bulb in the head in between the batteries. There's a spare bulb in the battery compartment attached to the lid.

This was pretty rare and I don't believe they made a lot of them. Probably sold by one specific retailer back then. The cloak is and head were more than 3ft In total length, probably more closer to 5ft. The head goes on and off.
