This is a traditional Japanese Fujisan Taisha Kongo-zue (walking staff) souvenir and amulet.

It is designed for warding off evil (魔除) and is often purchased as a mountain climbing commemoration item.

The staff features three ceramic bells (called suzu) and is decorated with hemp rope.
