The Austrian Controlled North were wealthy, vibrant regions of Lombardy and Venetia [ Venice ] were directly ruled by the Austrian Empire. The Papal States or Church States were ruled by the Catholic Pope - a large portion of central Italy, including Rome , backed by French troops.
