This is a Retro 1951 Pen that also has a stylus. It uses short ballpoint refills. The refills and stylus can be swapped out. This was purchased about 25 years ago to use with a palm pilot so you could have a pen and a stylus and carry one item. The pen is in overall good condition with a few scratches as can be seen in the photos. It could be modified to have two colors in the same pen (black/blue, as an example).
