My research indicates that this Seth Thomas Time Only Office Clock Movement is meant to fit number 5 and possibly number 4 models. Comes with Hands, Pendulum, Suspension Spring and 4 Mounting Screws. These are replacement parts designed specifically for Seth Thomas spring driven pendulum clocks. The minute hand is 7-1/4” from the tip to the center hole so your dial should be around 14-1/2 to 15”

The hour hand is 5-1/8” from the tip to the center hole.

This movement was just serviced. It was disassembled and 4 new bushings were installed. Two for the escape wheel and two for the wheel that drives it. It was then ultrasonic cleaned and the mainspring was removed, cleaned and oiled. The pivots were lubricated with professional grade clock oil and then the movement was tested/ regulated for functionality and timekeeping.

The only call out I have for it is that it’s missing half the Geneva stop works which is not at all uncommon for movements that came with them.
