This unit comes from the estate of my uncle, who was a lifelong electronics buff, and who took excellent care of all of his equipment.
It is in very good cosmetic condition, displaying only minor normal wear. It comes with a cord and it turns on. It appears to be responsive to the different settings. (Please watch the video.)
