The Type C submarine was built under the Third Naval Supplementary Program (Plan 3) of the Imperial Navy. It is characterized by the removal of the Type B Type aircraft equipment and the addition of torpedo tubes, boasting a powerful bow armament of eight torpedo tubes. The hull was planned to be the same as the Type B, but to speed up construction, the plans for the Type III submarine were reused. During the Pacific War, it conducted commerce raiding and also carried out attack operations on anchorages with the use of manned torpedoes.
